§ 3.12.060. Bid rejection.

A.

Upon receipt of the bids, the council or its delegate shall have the authority to:

1.

Reject defective or nonresponsive bids: and

2.

Reject all bids.

B.

If all bid prices are in excess of the money available, the council may:

1.

Negotiate with the three lowest qualified bidders;

2.

Re-advertise the project for bidding, after making substantial changes in the project plans to bring the cost within the limit of the money available; or

3.

Make additional funds available so that the submitted bids come within the range of the city's budget.
