§ 2.36.050. Policies and procedures.

The board's responsibilities are to:

A.

Select the services to be provided;

B.

Schedule the hours during which services will be provided;

C.

Approve the selection of the executive director of the ENHC. In the event that the board is unwilling or unable to participate in the selection of the executive director the city manager shall have the authority to make a selection.

D.

Approve the annual budget, except that if the failure to approve the annual budget is unreasonable, the city may still submit the annual funding request under §330 of the federal Public Health Service Act;

E.

Establish general policies for the ENHC except where the human resource management and fiscal policies of the city shall apply;

F.

Perform other duties as the executive director or the city council may request. The board shall not have access to confidential patient records.
