§ 2.12.020. Appointment and term.

The city manager is appointed by the city council by the affirmative vote of at least four of its members. The city council may enter into an employment contract with the city manager for a term not to exceed three years. Subject to the terms of the employment contract, the city manager serves at the pleasure of the council.
