§ 2.04.080. Organization and procedure.

  • A.

    The mayor serves as the presiding officer of the council. Annually after the regular election the council will elect a deputy residing officer from its membership. The deputy presiding officer shall preside at meetings of the council during the mayor's absence or disqualification.

    B.

    Actions of the council are adopted by at least four votes. Each member present shall vote on every question, unless required to abstain from voting on a question by law. The final vote of each member on each ordinance, resolution, or substantive motion shall be recorded "yes" or "no," except that if the vote is unanimous it may be recorded "unanimous."

    C.

    The council shall maintain a journal of its official proceedings. The journal is public record.

    D.

    Insofar as practical, the following order of business shall be followed by the council in the conduct of its meetings:

    1.

    Call to order, roll call;

    2.

    Addendum to agenda, approval of agenda;

    3.

    Approval of minutes of previous meetings;

    4.

    Persons to be heard;

    5.

    Information and reports;

    6.

    Resolutions for action;

    7.

    Ordinances and resolutions for introduction;

    8.

    Ordinances and resolutions for public hearing;

    9.

    Unfinished business;

    10.

    New business;

    11.

    Audience participation;

    12.

    Manager, mayor and council member comments;

    13.

    Executive session;

    14.

    Adjournment.

    Robert's Rules of Order (newly revised), insofar as applicable, are adopted as the rules of procedures for the conduct of council meetings.
