§ 13.16.020. System established.

A.

The department of public utilities shall establish, operate and maintain a solid waste disposal system. No other garbage and solid waste collection or disposal system may be operated within the city without having obtained a certificate of public convenience and necessity and otherwise complying with all requirements of federal and state law and the city ordinances.

B.

The city as legal owner and operator of the landfill shall maintain and keep current at all times the required state of Alaska, Department of Environmental Conservation landfill permit.
